The FocusOnClick functionality disables the default sloppy focus where window focus follows
the mouse cursor when it enters another window.
With this functionality enabled the user has to intentionally use the mouse button to click on the window in order to give it focus.
The use of the mouse wheel does not count as a button click to give focus, which means that it is still possible to scroll in a window even if it does not have focus. Mouse wheel behaviour in this context is not configurable.
