The API works in this case...There's still no way to surface these in the UI, or URLs, but the API is returning the right thing.

This is an iterative step to get the tagging interface working for #85.
As of this PR, there is an API that you can call (not finalized), which will get tagged comments instead of something that works off of PR reviews themselves.
In order for the feature to land, the "search" functionality needs to be improved such that you can pick something to work with.
There are clearly some unrelated changes in this, but 🤷
