Doing su/sudo inside shell/command is not best, but did you try omit ?

become: "{{ true if ansible_user_id == 'root' else omit }}"
become_user: "{{ (sap_hana_install_sid | lower ~ 'adm') if ansible_user_id == 'root' else omit }}"
