Switching to MCR

Microsoft is moving to centralize all image access via its own Syndicate Container Registry and will be eventually deprecating https://hub.docker.com/r/microsoft/mssql-server-linux/ while supporting all new images (including v2019) at https://hub.docker.com/r/microsoft/mssql-server/

Versioning convention has changed to use server year as major, CU number as minor and any docker or script based changes within this repo to be incremented in the patch version (currently set to 0).
