Update to fix hanging on checking for version identification

3.2 started to hang when attempting to confirm the version number. I don't know why this happened, I don't know what fixed it, but recompiling from source seems to have solved the problem.

Fixed to accommodate new Allelelist_history.txt format

https://raw.githubusercontent.com/ANHIG/IMGTHLA/Latest/Allelelist_history.txt changed its format, adding headers and switching from tab delimitated to comma separated. This version accommodates these changes.
