Helm operator 1.2.0

Note on the future of the Helm Operator and Flux:
We are working on a next generation Flux assembled from components as part of a bigger GitOps Toolkit project. One of the components is the helm-controller which eventually will replace the Helm Operator. The roadmap for this can be found here.

We are eager to hear feedback, suggestions, and/or feature requests for the helm-controller and other Toolkit components.

This is the second minor release, it adds support for Helm tests and v2 to v3 release conversions, and includes a variety of bug fixes.
