Partial Form Observations

- Wrye Bash will error out during Bashed Patch generation with a float to NoneType comparison error.
- Synthesis kinda supports partial forms, but it doesn't write them like xEdit does. It seems to add some data to the partial form and I'm not sure if that is valid. Removing and re-adding the partial form flag in xEdit fixes it, though.
