bump golang 1.19 image to latest sha

What does does this PR do / why we need it:
This PR updates the sha pinned to the golang 1.19 base image, the new version allows for the pulling of different architectures when --platform is set. Previously if you tried to build for an architecture that was not linux/amd64 it would give you a warning about the base image. This is the first of many PRs for devfile/api#1547
