It seems SSLeay is also wrong (but I don't think anyone is using that license so it probably less of a concern), I'll look into that one as well. |

Currently,
Software::License::BSD::spdx_expressionreturns 'BSD', which is not a valid SPDX identifier. This PR changes this to 'BSD-3-Clause,' which according to the url in the code is the intended license.
