These have been broken for a while (in fact the armv6l build has never succeeded in Hydra), so let's disable them until somebody fixes them.

Making good progress:
- Use close_range when available #11538
- Revert "tests.installer: Load profile with -o unset" #11539
- nix-util / meson: Add -latomic on arm #11540
Consider merging those instead.
