WoA firmware depends on cabextract-native, which is a part of meta-oe layer. Move WoA firmware to be dynamically enabled only if meta-oe is a part of the build. Closes Linaro#636 Signed-off-by: Dmitry Baryshkov <dmitry.baryshkov@linaro.org>
