The gpsd 3.23.1 is long gone from Yocto. Drop the PDS patch for the obsolete version and remove the PV from the files subdir. Signed-off-by: Dmitry Baryshkov <dmitry.baryshkov@linaro.org>

meta-oe has updated gpsd to version 3.25, update the PDS patch to work with that version.
