Our x86_64 spack external packages should be renamed to Ubuntu_20 or something similar.

This will require changes to some logic in tpl-manager.py to search for externals based on the os name when SYS_TYPE is not defined...

We also need to add documentation on how to create a custom external packages file for users outside of the lab for more bespoke systems.
