Initial set up for user-dispatchable repro ci tests. For info on the config/ci.json file, see https://github.com/ACCESS-NRI/model-configs-template?tab=readme-ov-file#in-configcijson

In this PR:

  • Added initial ci.json configuration file
  • Added initial checksum generation workflow
  • Updated README.md to refer to the above new things

Repository Changes:

  • Added Repo-level vars.CI_JSON_SCHEMA_VERSION
  • Added "Gadi Initial Checksum" Environment and the required vars/secrets. Also added ACCESS-NRI/ocean team as required reviewer

Closes #120
