Tested on starter 3.0.x-dev, but probably exists everywhere

Issue description: Ensures aria-hidden elements do not contain focusable elements

Impact: serious

To fix: Focusable content should be disabled or be removed from the DOM

Element: <nav aria-hidden="true"> (UserFormProgress.ss)
