Description

Part of #3027

Youth 14+ in foster care in MD are supposed to receive money deposited into a “Foster Youth Savings” account each year. This money vests to them when they leave foster care.

https://dhs.maryland.gov/documents/SSA%20Policy%20Directives/Child%20Welfare/SSA%2022-10%20CW%20Foster-Youth-Savings-Policy.pdf

We would like to be able to track the status of these deposits for volunteers so they can ensure the youths are getting the money.

Figure out how best to model this data. Create the tables and models needed to support this function.

Criteria for Completion

  • PLEASE come up with something better than youth savings year (I am soooo bad at naming things)
  • Build table(s) needed to track deposits to the savings plan associated with each case
  • Build models to track deposits to savings plan
  • Consider how you want to track the deposits (should it track monetary deposits or be a boolean of some sort)

More Details

  • payouts happen on a fiscal year basis 7/1 to 6/30
  • 2 main types of deposits: annually recurring and one time achievement

Local Departments of Social Services Uncapped Allocations (these vest when the youth exits foster care):

  1. Annual allocations (start of fiscal year): $350 for youth who is 14+ at start of fiscal year, additional 450 if they are over 18
  2. One time bonus for one of the following:
  • high school diploma;
  • high school certificate of completion;
  • high school equivalency (GED) diploma; or
  • associate or bachelor's degree from an accredited post-secondary institution
  1. One time bonus for one of the following:
  • a certificate of completion from an accredited technical school;
  • a certificate of graduation/notice of completion from Job Corps;
  • a document attesting to an apprenticeship completion; or
  • a document attesting to the completion of a WIOA Occupational Training Program

Semi Independent Living Arrangement (SILA) Funding:

A living arrangement for youth ages 16 through 21 who receive a stipend and live under the supervision of the LDSS in an apartment, room, on a college campus, or other living arrangement where they practice living independently.

Annual (fiscal year again) allocation of $500 if the youth is in good standing with SILA. Has $1000 annual cap.
