bug(transfers): clearer story on when transfers should show, close, and clear

The transfers bar sometimes doesn't show the transfers immediately. The progress in the bars sometimes doesn't seem to be accurate, making it seem like only a small amount of action has occurred, even if the progress has been completed.

I'm also not totally sure exactly when the transfers are supposed to clear.
