Issue details

upgrade-provider pulumi/pulumi-spotnist should respect the upgrade-config.yml of pulumi/pulumi-spotnist, even if upgrade-provider is run in the root directory (/) and it downloads pulumi/pulumi-spotnist as part of the upgrade.
