Not jumping into application on reset #2

I'm using this code on a bluepill, and it's successfully jumping into my application right after a flash, but not on a standard reset or power cycle. I'm using the doubletap feature. Any ideas?

@sajattack Does your bluepill work with makecode? It seems there is no pin definitions in the bootloader. I can flash makecode uf2 files, but the board does not work properly.
