create table of unique union descriptors from fmcs7 data that crosswalks to opdr data on google sheets.
in the makefile pull down the crosswalk
find descriptions in rows in the f7 data that are not contained in the manually curated google sheet
link those descriptions with uniongazetteer and append to crosswalk
build the f7_opdr table from that table
upload the appended crosswalk back to google sheets
