Migrate each translation to .readthedocs.yaml configuration file v2

It seems that builds without configuration files in ReadtheDocs have been failing since 9/25.
Therefore, the readthedocs.yaml file must be added.
A readthedocs.yaml file may need to be prepared for each branch and for each translated language.
