Requirement 26 of the GPKG Encoding standard says:

The geometry_type_name value in a gpkg_geometry_columns row SHALL be one of the uppercase geometry type names specified in Geometry Types (Normative).

WPS Download generates GPKGs with camel-case geometry column names, that are not accepted by validation tools.
