This results in project manager's spinning wheel for first-time users.

Nightly from 09/04 works. Nightly from 09/05 doesn't.

I'm tempted to blame 77183e5 @MrFlashAccount

EDIT: Confirmed. 77183e5 introduced this regression.

Just start project manager with missing root directory for Enso projects
