I need to capture a 20-bit 44.1khz SPDIF stream and stream it to my PC. Is there an example of this being used as a USB Audio Input device anywhere?

No, there are no sample for USB audio.
currently I have a sample in this project to convert into I2S and a separated project to record to SD card (https://github.com/elehobica/pico_spdif_recorder).
