A quick fix:
Line: 1. in the /themes/custom/droopler_theme/STARTERKIT_SCSS/README.md is:

1. Copy and rename `STARTERKIT_CSS` to your custom theme location, like `web/themes/custom/foobar`.

I believe STARTERKIT_CSS should be: STARTERKIT_SCSS.
