Allow admins to delete recipients #1149

While importing hundreds of recipients, I accidentally added dozens of incorrect recipients. There doesn't seem to be any way to remove them.

Functionally I can manage by switching off all the bad recipients, but this is time consuming as there is no way to search for recipients.

Would it be using to be able to completely refresh the recipients from the data source? Would this be too dangerous?
