Make vega export a "stable" feature #723

There's a few points that need to be addressed:

Jaccknifed plots (missing a check in controller.js).
Procrustes plots.
Static traces from a completed animation (missing a check in controller.js).
Biplots.
Shape translation
Add tests that the Vega documents get built correctly.

Not supporting biplots currently limits the usability of this feature in Gemelli (as noted by @colinbrislawn).
