Vertical Scroll not Draggable

Reproduction Steps:

1. [Scroll Using Mouse].
2. [Now Try to Drag the Scroll to bottom]
3. Undraggable Behaviour Observed.

Expected behavior:

Scroll Should be drag-able and scroll-able simultaneously

Observed behaviour:

Un- draggable Scroll Behaviour

@deepak1725 Is this the same issue as the tree view not scrolling?
I just noticed to day that the tree view was no longer scrolling, so I add a custom less rule for overflow:scroll. If so I will add a PR

Kindly Check this out..This Scroll is Partially clickable making scrolling hard and not smooth.
Proceed with steps as mentioned above to reproduce.
