Web (SPA/PWA) client for jury-server

Since the client is a Website, installation is not required. However, user may choose to install the app. In mobile browsers (especially Google Chrome, Microsoft Edge, Samsung Browser etc. in Android) user will be asked to install the app. If the user was not shown any notification to install, user can click the corresponding button/menu item to install the app. Installing will add a shortcut to home screen.
Installed app can be removed as it is just another shortcut.
