Using scp to transfer a 5.1 GB file between Trixie and Compute Canada Machines is much slower than between Compute Canada Machines (including CC machines which are very far apart)

Trixie (Ottawa, Ontario) --> Graham (Waterloo, Ontario)

real 7m27.296s
user 0m23.959s
sys 0m6.782s

Graham (Waterloo, Ontario)--> Cedar (Victoria, British Columbia)

real 2m18.761s
user 0m22.059s
sys 0m9.695s)

Since scp itself is not the most efficient protocol, this test underestimates the issue.
