We're seemingly hitting an issue where using an emoji i.e. 📦 as the prefix causes the same labels to be removed and added on each sync of our PRs. For example:

That's no fun @craigthompsonhive. I love emojis. So sad. I'll take a look into this issue but it probably won't be until next week. Feel free to submit a PR if you are interested in triaging and fixing before then.
