GUI needed

For this utility to be really useful for a larger group (mostly Win users) a GUI would be nice, preferably "per-commpiled" and packaged. My problem: This would mostly be useful for Windows and I have no idea on how to do something on Windows and don't want to know. So if someone would like to develop something like that and / or add a toolchain for packaging, your help would be greatly appreciated. (Mostly by the Win users and me who doesn't have to help them anymore ^^)
