Describe the bug｜描述问题

  • 在石化革命中，按照任务书期待，应该是先做个钢蒸汽裂解器过渡，然后造裂化塔开始大批量加工。但如果玩家先造裂化塔，那么还是必须再造一个钢蒸汽裂解器才能继续任务，即便裂化塔完完全全可以替代钢蒸汽裂解器且更高效。

How to reproduce｜如何复现

  • 如上

Expected behavior｜期待的修复情况

  • 将“塑料”、“聚氯乙烯”、“聚四氟乙烯”、“环氧树脂”的前置任务修改为“蒸汽裂解”or“裂化塔”。
