More verbose error logs

[riley-stride]

The chain-level error logs (like rate limiting) should be more verbose and understandable by nontechnical users.

We only need to change these for transactions, not epochly logic. So there shouldn't be too many changes required.

Let's also replace the standard cosmos gas error with one that's more descriptive.
