The 'merge' argument of export_workspace is now a simple string. Allow it to be a url to a stac collection.
If the collection does not yet exist, it needs to be created in the api, if it does exist, metadata is merged into it.

We will only be able to support api's for which our openEO backend has credentials.

@JeroenVerstraelen as I understand it, this is a must have for Q4 2024, so by end of year.
Almost all data production projects could use this feature.
