Allow choosing race stats

As a player
I want to be able to choose my race stats
So that staff don't need to add them manually

Add a new table for something like race_ability_choice. Races know how many points can be assigned to which stats at each level, and a GUI is presented similar to the ability choice one, but with more limited options.
