Remove SQLite dependency

A year or so after the release that includes commit 27d807d the dependency on SQLite can be removed. Every user should have then migrated to a version that doesn't use SQL for the rules anymore.
People with SQL FilerRules of older versions will then have to first install an older version of Filer that still has the SQL code/dependency.
