Opmon Publisher (non schema version)

In preparation for the Opmon schema we can start having an Opmon publisher that does not use a protobuf schema but mimics the operations of kafkaopmon. This will be an operation placeholder for the future opmon schema, expected for 4.3, that will gain us the possibility of having run control to publish global metrics like "State", "Run number" which at the moment we are hacking out of the applications but that are not really in control of those quantities.
