Placeholder issue. Need to do an audit of [jobs] related issues when coming up with our requirements.

[jobs] shortcode won't be immediately going away, but I imagine the block will be getting the enhancements.

Replaces: #997

Issues to consider:
#640: AJAX Filters: Provide way to fire outside of jQuery.ready
#738: Improve appearance on mobile
#1021: Order by expiration date
#1050: Show all jobs when checkboxes are all checked and unchecked
#723: Limit the number of featured jobs
#1106: Company logo not displayed on mobile
#997: Refactor [jobs] shortcode to work without need of Ajax when necessary/requested

User in 2540177-zen requests a way to change where filled or expired jobs appear, while still leaving them visible (for example, have them appear at the end).
