A new data set has been received in the form of an XSLX file.

Convert data set to Darwin Core CSV
Create DR in collections-test
Run Preingest_datasets in Databox

If everything goes well:

Create DR in collections
Run Preingest_datasets in Prod.

At this stage, this is a once-off data load.
