Display current items per minute in tracker

Many of the comments in IRC on a project are people asking about the current items per minute and if a project is actually going. To alleviate this, I suggest that the tracker show the current items per minute. For example, tracker name | $x items per minute | message to the masses. This should update automatically with a change to the amount.
