Releasing claims by date appears to be off by one day

The "Free items claimed on and before:" seems to be releasing claims 1 day ahead of the selected date in the drop down.

For example, there were two dates 2014-07-29 with ~9000 items and 2014-07-30 with ~14000 items. Selecting 2014-07-29 when the real life date is 2014-07-30 will release all the claims. The expected behavior was that ~9000 claims would be released.
